The Central Bank of Colombia published an update to its rules on interoperability for immediate low-value payment systems, clarifying how “Identifiers as Keys” may be uploaded under the transitional measures. The update replaces pages 18-A7-3 and 18-A7-4 of Annex 7 (Transitional Measures) of External Regulatory Circular DSP-465 (Subject 18). It clarifies that, for the identifier uploads referenced in sections 4.1.1 and 4.1.2 of Annex 7, participants may request the immediate low-value payment systems that maintain the identifier databases to perform those uploads. The circular is addressed to administrators of low-value payment systems that process immediate payment orders and/or immediate funds transfers, as well as the Financial Superintendence of Colombia and the Superintendence of the Solidarity Economy.
