South Korea's Ministry of Economy and Finance announced plans to raise foreign bank branches’ foreign currency borrowing reporting threshold and cash pooling limit from USD 50 million to at least USD 100 million. The changes reflect recommendations from the American Chamber of Commerce in Korea and form part of broader efforts to improve foreign investors’ access to the Korean financial market. The ministry also plans to launch an offshore won settlement system in January 2027 and further ease foreign exchange regulations. At a meeting with the chamber, Deputy Prime Minister Koo Yun-cheol also reviewed capital market reforms, including the expansion of directors’ fiduciary duties to shareholders, and the phased inclusion of Korean government bonds in the World Government Bond Index. Discussions covered South Korea’s growth and artificial intelligence strategy, as well as implementation of USD 350 billion in strategic investment between South Korea and the United States following the June launch of the Korea-US Strategic Investment Corporation.
