Greece’s Ministry of National Economy and Finance published its July progress report on the Out-of-court Debt Settlement Mechanism, reporting 40,515 debt arrangements by end-July covering initial debts of EUR 13.25bn. The update also highlights continued application volumes and increased uptake following changes that took effect on 1 May 2025. In July alone, the mechanism recorded 6,500 new applications and 4,600 submissions, resulting in 1,949 new arrangements with initial debts exceeding EUR 540m. The ministry attributed a 30% increase in successful arrangements over the first three months of the new framework versus the previous quarter to measures including mandatory creditor participation and an expanded debtor perimeter intended to cover the middle class. The report also cites 314 successful July arrangements for vulnerable groups (283 economically vulnerable debtors and 31 persons with disabilities), 263 users of an advance-payment measure to suspend auctions, EUR 514m of debts restructured in June through bilateral arrangements with Intrum, Cepal, doValue and QQuant for 6,500 debtors (37% mortgages), and around 30,500 citizen service appointments via the myEGDIXlive platform by end-July (75% related to the out-of-court mechanism).
