The National Bank of Ukraine has revised the list of benchmark domestic government debt securities that banks may use to partially meet reserve requirements. The change removes a redeemed bond and adds a newly placed Ministry of Finance issue, while leaving in place the broader framework under which banks can use benchmark bonds to cover up to 60% of required reserves. As of 25 June 2026, the National Bank of Ukraine excluded ISIN UA4000227490 because it was redeemed on 18 February 2026 and added ISIN UA4000239057, first placed by the Ministry of Finance of Ukraine on 9 June 2026. The benchmark list now contains 20 issues. The central bank said the measure is intended to encourage banks' participation in Ministry of Finance auctions for domestic government debt securities and support state budget financing without monetary financing. The list is compiled by the National Bank of Ukraine based on proposals from the Ministry of Finance of Ukraine. The updated list was approved by a National Bank of Ukraine Board decision dated 24 June 2026 and took effect on 25 June 2026.
