The Egypt Financial Regulatory Authority has established a framework to list natural and legal persons that breach the laws governing non-bank financial activities, creating three categories that will be published on its website or another dedicated platform. The new system consists of a warning list for persons carrying out activities under the authority's supervision without a licence, a negative list for those subject to final court judgments for relevant violations, and an administrative measures list for those whose licences have been revoked or whose registration has been cancelled. Names will be added on the basis of an authority study note reviewed by the committee responsible for adjudication, criminal referrals and settlements, with final approval by the chair of the authority. The rules also allow temporary listing where an activity may threaten market stability or clients' interests, provided notification and the right to be heard are completed within one week. Before inclusion on the warning list, affected parties must be notified and heard. Those listed, or not removed after the reason for listing has ceased, may file a free appeal to the chair within 60 days, with a committee chaired by the vice chair examining appeals and issuing recommendations within 30 days after documents are complete. The authority will review the lists periodically and remove names automatically or on request when the grounds no longer apply. The decision took effect on 21 May 2026.
