The Financial Services Regulatory Authority (FSRA) of ADGM hosted the International Organisation of Securities Commissions’ (IOSCO) Africa and Middle East Regional Committee (AMERC) Plenary Meeting and AMERC Public Conference in Abu Dhabi from 10 to 12 November 2025, convening regional securities regulators for supervisory and policy discussions. The closed-door AMERC Plenary on 11 November brought together 29 IOSCO member regulators from the Middle East and North Africa and covered capital markets deepening, diversification and integration, alignment with global regulatory standards, cross-border cooperation, and enhancements to supervisory capabilities, with outputs intended to feed into IOSCO’s forward agenda on market resilience, digital innovation and financial integrity. The public conference on 12 November addressed market shifts, policy considerations and capital markets innovation, including sessions on tokenisation and distributed ledger technology, sustainability and financial materiality, and the rise of private credit.
