The State Bank of Vietnam has published an update on banking-sector implementation of Vietnam’s Project 06 digital identity and population-data programme, including biometric matching of customer records using chip-based citizen ID cards and the VNeID app. As of 10 October 2025, more than 132.4 million individual customer files and more than 1.4 million corporate customer files had been matched; compared with the same period in 2024, the SBV reported that the number of individual customers scammed and losing money fell by nearly 60% and the number of personal accounts receiving scam proceeds fell by about 52%. The National Credit Information Center coordinated with the Ministry of Public Security’s C06 department to complete six offline data-cleansing rounds covering around 57 million file checks. Deployment figures cited include 57 credit institutions and 39 payment intermediaries using chip-ID authentication via mobile apps, 63 credit institutions using at-counter devices, and 32 credit institutions and 15 payment intermediaries implementing VNeID authentication, with 19 already live; 28 banks and four payment intermediaries have linked social security accounts to bank accounts to support benefit payments through VNeID, and nine credit institutions are exploring integration with C06 credit scoring services. At the State Bank of Vietnam’s third-quarter 2025 press conference, the central bank’s Information Technology Department also set out Project 06-related administrative simplification work, including proposed cuts or simplifications for 124 of 298 administrative procedures in 2025 up to September (20 abolished and 104 simplified). Reported impacts included reductions in processing time of 529 days (8.8%) and 468 days (16.18%) and estimated savings of VND 7.675 million, alongside broader digitalisation metrics for public services and internal processing.
