The Central Bank of Paraguay has approved general guidelines for the risk rating of banks, finance companies and insurance companies, creating a unified framework for entities supervised by the Superintendency of Banks and the Superintendency of Insurance. The regulation sets out the parameters for risk ratings, including their form and frequency, and aligns requirements for banks, finance companies, insurance companies and risk rating agencies under Law No. 7572/2025 on the Securities and Products Market. Under the new framework, affected entities must update their risk ratings annually based on year-end financial information and each time they carry out a public offering issuance. The central bank said the measure is intended to harmonize and make market rules more predictable, while establishing prudent parameters for objective ratings that can support decision-making by market participants.
