The Central Bank of the Republic of Azerbaijan has adopted an instruction that sets the process for issuing professional certificates and conducting exams in the financial sector. The framework will form part of the central bank’s risk-based supervision approach and is designed to assess the professional competence of financial institution staff and their alignment with internal control and risk management systems. Certification will be based on exam modules linked to different job groups. In the initial phase, it will apply to employees performing risk management functions in the second line of defense. The instruction also covers ongoing professional development requirements for certified senior managers and allows exemptions from exam modules for individuals who hold relevant international certifications. Exam participation will be free of charge and the certificates are intended to be indefinite. The first exams are planned to start by the end of 2026.
