The Inter-Governmental Action Group against Money Laundering in West Africa has issued a call for expressions of interest from audit and accounting firms to audit the accounts of the Project to Support the Protection of Child Victims of Violations of their Rights, which is being implemented by the ECOWAS Centre for Gender Development. The notice is open to duly constituted firms, including consortia, and frames eligibility under the revised ECOWAS Public Procurement Code, including rules on exclusion, corrupt or fraudulent practices and conflicts of interest. The procurement is limited to firms established in the ECOWAS area, with that requirement applying to the lead firm and most staff in a group structure. Applicants must show recent and similar experience, including at least seven financial audit missions over the past 10 years and at least five comparable audits or expenditure audits for projects funded by technical and financial partners over the same period. Required staffing includes a chartered accountant, a head of mission, two confirmed auditors and a contracting specialist auditor. Candidates may submit only one expression of interest, whether alone or as part of a group, while subcontractor references are excluded from the evaluation. The ECOWAS Commission plans to shortlist six to eight firms based on the applications received, with the list remaining valid for 24 months. Shortlisted firms may later be invited to submit detailed offers for audit or expenditure verification assignments under request for proposal processes, including possible multi-award framework contracts. Expressions of interest must be received by 4 August 2025 at 11:30 GMT Dakar time.
