The Ministry of National Economy and Finance announced that Deputy Minister Nikos Papathanasis has submitted a combined payment request to the European Commission for EUR 1.63 billion under the Recovery and Resilience Facility, after full amortisation of the pre-financing. The submission is Greece's eighth request under the grants leg and seventh under the loans leg of the facility, and covers 34 milestones and targets. According to the ministry, Greece has now completed 112 of the 130 reform milestones in its recovery and resilience plan, or 86.15%, making this the penultimate payment request. Thirty-two of the fulfilled milestones relate to grants and span health, employment and social cohesion, digital transformation, and economic resilience. They include renovations in 19 hospitals and upgrades in 40 health centres, employment of 36,000 unemployed people in private businesses, renovation of 50 social housing apartments in Athens and Thessaloniki, training and certification of 225,000 civil servants, completion of nationwide cadastral mapping of property rights, approval of a new railway operating framework, pre-seismic checks on more than 20,000 public buildings, and a framework for energy storage and hybrid renewable energy projects. The two loan milestones relate to the contracting of EUR 11.5 billion in Recovery and Resilience Facility loan resources and the creation of venture capital investment schemes backed by EUR 600 million in facility loans through the Hellenic Development Bank of Investments and private capital. The ministry said the final, ninth payment request is planned for September 2026.
