The Global Legal Entity Identifier Foundation (GLEIF) and DirectTrust announced a partnership to develop a Qualification Agent model that would allow organizations with established certification or accreditation capabilities to qualify verifiable Legal Entity Identifier (vLEI) issuers (QVIs). The model would complement GLEIF’s existing qualification approach, providing an additional route for issuers to enter the ecosystem and supporting adoption in U.S. healthcare. Under the proposed structure, GLEIF would qualify and oversee Qualification Agents, while those agents would qualify and monitor QVIs within their networks. GLEIF is developing the governance, qualification and oversight requirements, and the relevant vLEI Ecosystem Governance Framework documentation would need updating. DirectTrust’s ability to qualify issuers within its network remains conditional on its appointment as a Qualification Agent. The vLEI uses cryptographically verifiable credentials to establish organizational identity and verify the authority and roles of those acting on an organization’s behalf. In healthcare, the initiative would support verification of organizations behind electronic transactions, link people and automated systems to accountable organizations, and communicate delegated roles and permissions. These credentials would be used across secure messaging, application programming interfaces and automated systems. DirectTrust will provide further details in the coming months on opportunities for U.S. healthcare organizations to participate.
