The Tallinn Administrative Court granted Ühisarveldused AS temporary legal protection, suspending until 22 September the Estonian Financial Supervisory Authority’s 18 August decision to withdraw the firm’s payment institution licence. As a result, Ühisarveldused AS temporarily remains authorised under its 11 June 2018 licence to provide the payment services listed in section 3(1)(1)–(6) of the Payments and E-money Institutions Act. The injunction is a preliminary measure in which the court assessed only the need for interim protection and has set a deadline for the authority to respond. The Estonian Financial Supervisory Authority indicated it considers the injunction not to be in the public interest and will submit its position by 15 September, after which the court will decide whether the injunction remains in place; further updates will follow in response to court decisions and the authority’s legal obligations.
