The Argentina Securities Commission (CNV) reported that its president, Roberto E. Silva, spoke at Ripple Swell 2025 in New York on “International regulatory perspectives on digital assets”, presenting Argentina’s regulatory framework for tokenisation and for Virtual Asset Service Providers (PSAVs). Silva framed the framework as the product of nearly two years of rulemaking intended to modernise the capital markets regulatory regime and support market growth, highlighting the tokenisation regime and the PSAVs regulatory framework as key measures. The panel also included Ripple’s European Policy Director Matthew Osborne, Irish MEP Billy Kelleher, and the UK Department for Business and Trade’s Director of Finance and Professional Services Hayden Boilini; Swell 2025 is Ripple’s ninth annual event and brought together participants and regulators from more than 40 countries to discuss topics including institutional custody, tokenisation, stablecoins, blockchain and cross-border payments.
