The European Banking Authority published its annual updated list of third-country banking groups and branches operating in the European Union and the European Economic Area, providing a consolidated view of foreign ownership structures and third-country presence, including groups that have established intermediate EU parent undertakings. The 2025 update identifies 445 third-country groups from 50 non-EU/EEA countries active in the EU/EEA, of which 10 have established intermediate EU parent undertakings. It also reports that 59 third-country groups operate via branches, comprising 88 third-country branches across the EU/EEA. The publication supports the application of Article 21b of Directive 2013/36/EU, which requires an intermediate EU parent undertaking where a third-country group operates through more than one institution in the Union and has total assets of at least EUR 40 billion, and aligns with the EBA’s methodology guidelines for asset calculation and its supervisory reporting framework for threshold monitoring.
