The State Bank of Vietnam reported that Deputy Governor Pham Tien Dung, as Vice Chairman of the National Cyber Security Association, attended the Association’s 4 February 2026 conference reviewing 2025 activities and implementing tasks for 2026, chaired by Minister of Public Security General Luong Tam Quang. The conference highlighted science, technology, innovation and digital transformation as key drivers and reviewed the Association’s 2025 work, including organisational expansion, participation in the signing ceremony of the United Nations Convention on Combating Cybercrime held in Hanoi, and contributions to legal development on cybersecurity and personal data protection. Priorities for 2026 were framed around implementing the Law on Cyber Security after approval by the National Assembly on the basis of consolidating the Law on Information Security and the Law on Cyber Security, building a “people’s security posture” in cyberspace, strengthening international cooperation to implement the Hanoi Convention, and developing Vietnam’s cybersecurity industry and product and services ecosystem; the Association also announced appointments to strengthen its leadership structure.
