Mexico's National Commission for the Protection and Defense of Users of Financial Services published first-quarter 2026 complaint statistics for Baja California, showing 1,485 cases, equal to 2.1% of the national total and 21.6% fewer than a year earlier. Complaints were concentrated in the banking sector, and 31.9% were tied to possible fraud, mainly unrecognized electronic transfers and other unrecognized transactions. Most complaints came from Tijuana, which accounted for 62.0% of the total, followed by Mexicali at 20.2% and Ensenada at 11.1%. The electronic case-management process handled 67.3% of complaints, while 24.8% related to improper debt collection practices. By sector, commercial banks accounted for 66.3% of complaints, ahead of insurers at 13.0% and SOFOM ENR at 9.3%. Within commercial banking, the main causes were unrecognized electronic transfers, unrecognized internet purchases and other unrecognized purchases, together representing 39.9% of complaints in the state. Credit cards, debit cards and personal loans were the main products involved, accounting for 71.0% of banking complaints, and the overall favorable resolution rate for users was 33.8%.
