The Central Bank of the Philippines has issued a memorandum to all Authorized Agent Banks (AABs) initiating a transition of Cash Service Alliance (CSA) web application access from Citrix to a BSP Virtual Private Network (VPN) platform, with a scheduled cutover on 08 May 2026. AABs must complete VPN onboarding steps to support the migration, including submitting updated VPN registration forms in PDF format to the BSP Regional Offices and Branches’ designated local system administrators by 08 May 2026 and assigning responsible point persons to coordinate enrolment, configuration and testing. Head office IT teams are expected to coordinate with branch offices to configure and activate VPN connectivity for CSA access, and authorized CSA users are to participate in ITIOD-led testing. During the parallel testing phase, CSA will be accessed through both Citrix and the CSA web portal via VPN, and the BSP notes intermittent access issues may occur; if VPN issues arise, AABs may be instructed to temporarily revert to Citrix. Non-compliance with onboarding requirements by the cutover date may result in loss of system access and disruption to CSA-dependent processes. Any changes to the stated activities will be communicated by the BSP.
