The Bank of Israel published an update on relief measures under the Checks without Cover regime for the Operation Rising Lion period, under which checks refused due to insufficient funds will be excluded from the counts that can trigger bank account restrictions, five-check warning notices, and related reporting to Israel’s Credit Data System. The regulations, enacted by the Minister of Justice under the Checks without Cover Law, 5741-1981 following coordination with the Bank of Israel and other authorities, permanently exclude checks returned for insufficient funds between June 13 and June 30, 2025. Any account restrictions imposed based on checks from this window will be lifted, and warnings and Credit Data System reports tied to those excluded checks will not be issued. The relief applies to all customers issuing checks in the banking system and is to be implemented automatically, without requiring a customer request, although customers are advised to monitor that removals and cancellations have been applied. The exclusion from the statutory count does not remove the underlying obligation to pay the beneficiary or prevent other non-payment consequences, including enforcement proceedings initiated through the Execution Office or potential impacts on credit underwriting.
