The Congo Ministry of Finance, Budget and Public Portfolio published an account of a working session between Minister Christian Yoka and the Human Resources Directorate focused on the unit's organization and operating conditions. The update highlights pressure points in the ministry's personnel management system, particularly training execution, day-to-day HR administration and the resources available to the directorate. Although the 2024-2025 training budget increased significantly, cash flow constraints have limited the release of committed funds, leaving the annual recovery rate at no more than 20% and constraining delivery of the activity program. The Human Resources Directorate is organized under Decree 2024-290 of March 6, 2024 and comprises four departments, of which three are currently operational: human resources development, personnel administration and staff training. The audit department is still awaiting the appointment of its head. To cope with funding constraints, the directorate has prioritized short-term training and reported a partnership with the National School of Administration and Magistracy of Marien Ngouabi University for staff development and retraining. It also identified operational challenges in maintaining personnel files, managing career progression, archiving records and organizing disciplinary boards, and said it is working with the ministry's Information Systems Directorate to digitize HR management and connect it with other supervised government departments. The directorate has 56 staff supporting a ministry workforce of 11,532 and also reported shortages of furniture and information technology equipment. Minister Yoka urged the directorate to remain creative and professional while the reported constraints are being addressed, and the ministry indicated that it remains attentive to the directorate's requests.
