The Philippines Insurance Commission has published a Manila Regional Trial Court decision dismissing a challenge to the revised Passenger Personal Accident Insurance framework and upholding the accreditation of a third insurance pool. The court found that the framework did not violate any law, rule or regulation and that the Insurance Commission and Land Transportation Franchising and Regulatory Board did not commit grave abuse of discretion. The framework, revised in September 2025, opened accreditation to eligible insurance pools for the 2025-2030 program. The court held that the Insurance Commission had authority to accredit qualified insurers and that no rule restricted the program to two pools. It also rejected claims that the accreditation violated due process or equal protection, finding that prior notice and hearings were not required for the agencies’ quasi-legislative actions and that the transport organization had not demonstrated direct injury.
