The Ukraine National Commission on Securities and Stock Market published a list of key decisions spanning rulemaking, supervisory measures, and registration and governance approvals for capital markets participants. The actions include approval of several draft measures for 2026 and a set of firm-specific determinations affecting sanctioned assets, market access and issuer registrations. On the policy side, the Commission endorsed a draft Cabinet of Ministers order approving an action plan to strengthen internal control and internal audit in Ukraine, and approved amendments to its 2026 rulemaking plan. Draft Commission decisions were approved on special features of financial reporting by certain capital market and organised commodity market participants in 2026 and on amendments to Commission regulatory acts on rating, alongside endorsement of draft Cabinet orders proposing personal sanctions in line with European Union Council regulations relating to Mali and Venezuela; it also approved a resolution setting restrictions on securities of collective investment institutions and reviewed a draft Cabinet resolution amending an annex to the state ownership policy. In supervision, the Commission amended the list of assets, including cash, belonging to clients/depositors of LLC Freedom Finance Ukraine that is subject to an 'asset blocking' sanction, authorised professional capital market participants to establish business relations with LLC Uklon Corporate (legal entity code 44378710) and LLC Ukraine Tower Company (legal entity code 44281999), and classified Liber Trade and xtp LTD as dubious investment projects. Registration and licensing decisions included registration of a non-public issue of registered corporate bonds (series D) by LLC Azurro Finance, approval of multiple prospectus addenda for NovaPay Credit corporate bonds (series M, L, D, E and J), registration of the report on the results of a non-public share issuance by PrJSC ODESAVYNPROM, and registration or preliminary approval of share issues and related corporate documents for multiple joint stock companies named ZNVKIF for collective investment and initial capital formation. The Commission also approved appointments to risk management, internal audit and compliance functions across several professional market participants.
