The Guernsey Financial Services Commission has alerted firms that the entry for Daria Rosliakova, unique ID RUS3697, has been corrected under the Russia (Sanctions) (EU Exit) Regulations 2019. The individual remains subject to an asset freeze, travel ban, trust services sanctions, director disqualification sanction and internet services sanctions, with the UK measures given effect in the Bailiwick under Guernsey's sanctions framework. Businesses must check whether they hold accounts or have any other relationship with Rosliakova or any other designated person and must freeze without delay any relevant funds, assets or economic resources that are owned, held or controlled directly or indirectly, including assets held jointly, proceeds derived from those assets, and assets held by persons acting on a designated person's behalf or at their direction. Firms must also avoid making funds or economic resources available to designated persons or connected entities unless a permitted derogation or licence applies, report any findings immediately to the Policy & Resources Committee, and comply with section 14 reporting obligations under the Sanctions Law. Where an affected relationship is identified, firms must also report to the Commission as soon as reasonably practicable after making the statutory report, including at least the identity of the customer or linked asset, the nature of the relationship or transaction, and the transaction or asset value.
