The Securities Commission of The Bahamas has consulted on a draft policy requiring businesses licensed or registered under the Digital Assets and Registered Exchanges Act, as well as applicants, to provide information on wallets used in their digital asset activities. Firms would report wallet information during authorization, within 10 business days of establishing, retiring or materially changing a covered wallet, and through an annual attestation of completeness and accuracy. Required information would cover operational wallet addresses and networks, evidence of control for specified wallet categories, applicants’ sources of funds, key counterparty relationships and relevant entity identifiers. The commission would use the information for application assessments, risk-based supervision, blockchain analytics screening, examinations and enforcement. Failure to report accurately or attest annually could trigger supervisory or enforcement consequences, while an applicant’s omission could render its application incomplete. The policy will take effect on the date specified when it is issued following consultation and commission approval. The first annual attestation will be scheduled no earlier than six months after the effective date.
