The Guernsey Financial Services Commission published a Russia sanctions notice advising that 20 vessels have been specified under the United Kingdom’s Russia (Sanctions) (EU Exit) Regulations 2019, which are given effect in the Bailiwick of Guernsey under local UK-regime implementation regulations and the Sanctions (Bailiwick of Guernsey) Law 2018. Businesses are expected to check whether they have any business relationships linked to the specified ships and to comply with applicable obligations. The notice lists each vessel with its IMO number and UK unique ID, including ASTORIA, CHENG HE, EVITA, GOGLAND, JAZZ I, KALUGA, KYLO, LEBRE, MARLIN, MIRES, OCEAN AUTUMN, PONE, SPIRIT 2, THORIN, UNITE, VIPER, YODAN, MONTE 1, FELIKS and JAVA. Firms must report any findings immediately to the States of Guernsey Policy & Resources Committee in line with section 14 reporting requirements, and then provide the Commission with a report under Handbook Rule 12.37 setting out at minimum the relevant customer, beneficial owner, key principal or linked transaction or asset, and the nature of the relationship or occasional transaction including the value.
