The Bank of Portugal has retained Mozambique and the Macao Special Administrative Region of China on its list of material third countries for recognizing and setting countercyclical capital buffer rates. The unchanged list applies from July 1, 2026, to June 30, 2027, continuing the previous year’s designations. The assessment, conducted under a European Systemic Risk Board recommendation, considers Portuguese banks’ direct exposures to the private non-financial sector in third countries. It excludes direct exposures to third-country public sector entities and financial institutions. The list will be reviewed annually.

The Bank of Portugal has retained Mozambique and Macao as material third countries for countercyclical capital buffer purposes from July 1, 2026, to June 30, 2027. The unchanged list reflects Portuguese banks’ direct exposures to the private non-financial sector and will be reviewed annually.
