France's Ministry of Economics and Finance published an overview of measures taking effect from late September and October 2025 for households, led by new euro-area payment-service requirements to expand access to instant payments and reduce misdirected transfers. From 9 October 2025, all payment service providers in the euro area (banks, payment institutions and e-money institutions) must offer euro instant credit transfers through the same channels as standard transfers and provide a service to check whether the beneficiary’s name matches the IBAN entered by the payer, with the payer alerted before execution in case of a mismatch. Other measures include a EUR 1,000 top-up from 1 October 2025 for the purchase of an electric vehicle assembled in Europe with a European battery (on top of the “coup de pouce” premium, with total aid up to EUR 5,200 for eligible vehicles), the relaunch of social leasing from 30 September 2025 for at least 50,000 electric passenger cars with rents capped below EUR 200 per month (and at least one offer below EUR 140 per month per participating lessor), and updated property tax payment deadlines (20 October 2025 for online payment; 15 October 2025 midnight for other methods where the amount is up to EUR 300). The update also covers a new fibre-connection installation aid from 29 September 2025 (EUR 400, EUR 800 or EUR 1,200 depending on works, for certain communes and subject to not having received similar aid), the reopening of the MaPrimeRénov’ “Rénovation d’ampleur” filing window from 30 September 2025 with a cap of 13,000 new applications by end-2025 and revised eligibility and subsidy parameters, a voluntary textile eco-score label from 1 October 2025, and anti-fraud measures for energy performance certificates from 1 October 2025 including a cap of 1,000 certificates per diagnostician over 12 months, strengthened certification and checks by Cofrac, and an official QR code for each professional. The list of eligible electric vehicles is to be published by ADEME, and further details on the new fibre-installation aid were flagged for release in the coming days.
