The National Bank of Ukraine has refuted claims by Ukrposhta JSC that new central bank requirements mandate the inclusion of taxpayers’ identification numbers and full payment card numbers on utility payment receipts. The requirements are uniform for banks and non-bank payment service providers, with no special rules applying to Ukrposhta. For utility payments, cash receipts need only contain the payer’s full name, while receipts for non-cash payments do not need to include the payer’s personal data. Payment card numbers may be masked, and payment confirmation can be provided electronically because the law does not require paper receipts. Amendments effective from March 2026 simplified rather than tightened the documentation rules, and all providers received the same six-month transition period. The National Bank of Ukraine will review Ukrposhta’s payment-document practices for compliance with legal and regulatory requirements protecting payment service consumers.
