The Association of Southeast Asian Nations outlined an energy agenda focused on emergency preparedness, regional electricity connectivity and long-term energy resilience for ministerial meetings hosted by the Philippines from Oct. 5 to 9. Against a backdrop of supply disruptions and volatile prices, the Philippines, as ASEAN chair, will seek to advance coordinated responses to petroleum shortages while supporting investment in cleaner and more diverse energy sources, infrastructure and efficiency. Ministers will consider work to operationalize the Enhanced ASEAN Power Grid Memorandum of Understanding, including regional planning and submarine power cable development. They will also address ratification and operational readiness of the ASEAN Framework Agreement on Petroleum Security, which provides for coordinated action during serious supply disruptions, and implementation of the ASEAN Plan of Action for Energy Cooperation 2026–2030. Parallel meetings will connect these policy priorities with financing, technology and projects. The ASEAN Energy Business Forum is expected to attract more than 1,500 delegates, while the Philippines will also host the fourth Asia Zero Emission Community Ministerial Meeting on energy security and practical decarbonization pathways.
