The National Bank of Ukraine has adopted a broad easing of foreign exchange restrictions for individuals, businesses and the financial sector. Most changes take effect on August 11, 2026. For households, the monthly limit for purchasing noncash foreign currency rises from UAH 50,000 to UAH 200,000 and expands to noncash investment metals and foreign-issued securities. Daily cash withdrawals from foreign currency accounts also increase to UAH 200,000, while higher limits and new transfer options apply to overseas spending and housing rent. For legal persons, the package raises cash withdrawal limits and increases the monthly limit for overseas payments using hryvnia corporate cards from UAH 150,000 to UAH 400,000. It also creates an additional limit under the stimulating foreign exchange liberalization framework based on qualifying charitable contributions to Ukrainian military units, allows certain limits to be transferred within a business group and permits exporters to make specified contractual payments to non-residents capped at 10% of relevant goods supplied. Other changes facilitate selected grant, guarantee, registration fee, political risk and cross-border corporate transactions. Financial-sector measures allow the Motor Transport Insurance Bureau of Ukraine to buy foreign currency for Green Card insurance reserves and enable banks to return capital instruments to non-residents if the central bank declines to recognize them as capital. From September 1, 2026, banks will also be allowed to include currently excluded provisions against asset exposures gradually when calculating their foreign exchange positions. The package is reflected in the central bank’s revised macroeconomic forecast, which projects international reserves of nearly USD 70 billion in 2026.
