Director Jessica Bastos argued that insurance differs from ordinary civil contracts because it captures popular savings and converts private risks into economic predictability, helping reduce vulnerability to catastrophic events and adverse economic cycles. Director Júlia Lins framed reinsurance policy as part of national economic policy and pointed to continued dialogue with the federal government and the domestic market on ways to strengthen the national reinsurance segment, including retaining savings domestically to support long-term investment. Director Carlos Queiroz addressed the regulation of Complementary Law No. 213/2025, emphasising the need for robust prudential rules for mutual property protection administrators to safeguard the soundness of the new market and ensure appropriate consumer treatment. The congress closed with Finance Minister Fernando Haddad underscoring the role of insurance in supporting credit, investment and development, and pointing to the challenge of translating the new legal framework into greater inclusion, innovation and stability.
