China's National Financial Regulatory Administration has issued a revised draft of the Measures for the Administration of Licences of Banking and Insurance Institutions for public consultation, aiming to standardise and strengthen licence management and promote lawful, licensed operations by banking and insurance institutions. The draft reinforces the principles of financial franchise and licensed operations, and seeks to optimise processes to make regulatory procedures more convenient for institutions while placing greater responsibility on institutions for managing their licences and improving overall licence management standards. It also further specifies supervisory measures and penalty standards for licence-related misconduct, with a focus on strengthening day-to-day supervision. The authority will review feedback, further revise the measures and publish them for implementation in due course.
