Vietnam’s Ministry of Finance, through the Vietnam State Securities Commission, has published a draft government decree for consultation covering the issuance and trading of privately placed corporate bonds in the domestic market and the offering of corporate bonds to international markets. The draft decree is presented as being developed under the amended Law on Securities (Law No. 56/2024/QH15) and the amended Law on Enterprises (Law No. 76/2025/QH15). The consultation package includes both the draft decree and a draft submission to the government. Comments from organisations and individuals are requested by 1 December 2025.
