The China Securities Regulatory Commission has launched a consultation on revisions to the operating framework for publicly offered securities investment funds and related implementing and disclosure rules. The proposal advances a revision included in the regulator’s 2026 legislative plan and updates measures last revised in 2014 to reflect changes in the market and fund industry. The revisions would strengthen oversight of fund investment and operations and reinforce fund managers’ responsibilities. They would also adjust operating arrangements for equity funds to create more room for product innovation and help attract long-term capital, while optimizing selected regulatory indicators and mechanisms to give funds greater operating flexibility. The framework covers areas including product registration, subscriptions and redemptions, investment restrictions, income distributions and fundholder meetings.
