Thailand Securities and Exchange Commission, working with the Ministry of Finance, the Anti-Money Laundering Office and the Ministry of Tourism and Sports, announced “TouristDigiPay”, a sandbox project that will allow foreign tourists to convert digital assets into Thai baht for spending through electronic money. The sandbox is open to SEC-regulated digital asset business operators partnering with Bank of Thailand-regulated e-money service providers. Tourists will be able to make payments at merchants across Thailand by scanning (for example via smartphone apps), while merchants receive Thai baht and digital assets are not permitted to be used directly as a means of payment. The project is set to run for 18 months and will apply Know Your Customer and Customer Due Diligence requirements aligned with standards set by the Anti-Money Laundering Office. The SEC is revising relevant regulations and has opened a pre-consultation phase from early August 2025 to support business discussions and preparations. The TouristDigiPay sandbox is expected to launch in the fourth quarter of 2025, with an effectiveness evaluation planned at the end of the project to inform potential further development and expansion.
