Moldova's National Commission for Financial Markets (CNPF) adopted a package of capital-markets authorisations and supervisory decisions, led by the approval of a prospectus for Banca Comercială „Moldova-Agroindbank” SA to place bonds under a programme with a total volume of MDL 2,000,000,000. The decisions also cover the registration of new securities issues and corporate actions in the securities issuers register, issuer removals from the register, and the outcome of a supervisory complaint relating to a mortgage credit contract. On authorisations, the CNPF registered an additional share issue by Clubul profesional de fotbal „MIGDAL SGP” (MDL 550,000 via 5,500 registered ordinary shares), bringing its share capital to MDL 620,000 (6,200 shares at MDL 100 nominal value). It registered Moldova-Agroindbank’s ninth bond issue under its offer programme at MDL 138,740,000 (6,937 registered Class VI bonds at MDL 20,000 nominal value, three-year term), with a floating coupon linked to the weighted average rate on new 6–12 month bank deposits in local currency published by the National Bank of Moldova, plus a fixed 1.0% margin, paid monthly. The approved bond prospectus covers registered, dematerialised, non-convertible bonds across Classes II to XIV with a three-year term, to be placed on a continuous basis under the programme (10 tranches of 10,000 bonds each, for up to 12 months) totalling 100,000 bonds and MDL 2,000,000,000; the floating coupon uses the same benchmark with class-specific fixed margins (Class II: -1.0%, Class III: -0.5%, Class IV: 0.00%, Class V: 0.5%, Class VI: 1.0%, Class VII: 1.5%, Class VIII: 2.0%, Class IX: 2.5%, Class X: 3.0%, Class XI: 0.25%, Class XII: 0.75%, Class XIII: 1.25%, Class XIV: 1.75%), paid monthly. The CNPF also registered a share capital reduction at Întreprinderea cu capital străin „BUSINESS-INVESTIȚII PENTRU TOȚI” SA by MDL 3,550,000 through the cancellation of 355 treasury shares, leaving share capital of MDL 60,130,000 (6,013 registered ordinary shares at MDL 10,000 nominal value), and removed from the issuers register securities of 21 joint stock companies following their deregistration, plus those of „DORINȚA-58” and „AUDIT-EXACT” following conversion into limited liability companies. On supervision, the CNPF rejected a preliminary complaint challenging its earlier position on Moldova-Agroindbank shares linked to the execution of a mortgage credit contract, and will notify the National Bank of Moldova on aspects falling within the bank supervisor’s remit.

The Commission also registered a share capital reduction for „BUSINESS-INVESTIȚII PENTRU TOȚI” SA and removed securities of several companies from the issuers register. Additionally, it rejected a supervisory complaint related to Moldova-Agroindbank shares and will inform the National Bank of Moldova.
