The China Banking and Insurance Regulatory Commission and China's National Archives Administration jointly published measures governing archives work across the Commission and its dispatched agencies at all levels, setting out how regulatory records should be organised, managed and used. The measures require units to implement centralised and unified management of all archives, strengthen archives infrastructure and internal rules, and protect the integrity and security of records. They also set out archives governance mechanisms and oversight arrangements, clarify the ownership and flow of archive resources, and call for stronger collection, organisation and filing of key materials from core supervisory business. The framework further directs agencies to advance archives information technology and digitisation, with a gradual move toward end-to-end lifecycle management of electronic archives, and to improve the development and use of archives to enhance service effectiveness.
