The State Bank of Vietnam (SBV) has launched banking-sector emulation campaigns to promote innovation and digital transformation alongside a “Digital literacy for all” drive, positioning these initiatives as part of implementing Politburo Resolution 57 on breakthroughs in science, technology, innovation and national digital transformation. The Governor initiated the campaigns through an SBV instruction issued on 26 May 2025, and Standing Deputy Governor Dao Minh Tu used the launch conference to set out priority themes for implementation across the sector. The priorities include strengthening awareness and shifting leadership, management and operating models toward data-driven digital processes; accelerating digital technology adoption, digital banking models and cross-sector systems integration to expand digital ecosystems; investing in information technology infrastructure, applying new technologies to internal management and financial services delivery, and developing modern payment services while maintaining information security and payment safety. Further focus areas cover organisational streamlining linked to administrative reform, upgrading online public services toward end-to-end and personalised data-driven delivery, building digital-capable human resources through training, and expanding international cooperation in digital transformation including banking-related artificial intelligence. SBV leadership called on heads of units to roll out the campaigns broadly and consistently across their organisations, mobilising staff to develop digital skills and participate in the sector’s digital transformation, with managers and party members expected to lead by example.
