The Central Bank of the Republic of Azerbaijan has approved new payment system service fees that will take effect on April 1, 2027. The policy harmonizes fees across processing sessions and lowers the upper fee limits twofold for the Real-Time Gross Settlement System (AZIPS) and 1.5-fold for the Small Payments Clearing and Settlement System (XÖHKS). Fees will be set as fixed amounts within transaction-value bands, regardless of processing time. Fees for the 24/7 Instant Payments System (AÖS) will be lower than for the other systems to support real-time, account-based transfers using simple identifiers. The central bank has also revised fees for the Interbank Card Center and established tariffs for processing card transfer transactions. The changes broaden its 2026 payment-pricing measures, which included lower card interchange caps and alignment of AÖS interchange tariffs with card limits.
