Hong Kong's Financial Services and the Treasury Bureau welcomed the Financial Dispute Resolution Centre’s appointment of Dr Christopher To Wing as a non-official Director of its Board for a two-year term from 1 September 2025 to 31 August 2027, replacing outgoing Director Richard Leung Wai-keung. The Bureau cited Dr To’s experience as a legal professional with a background in mediation and arbitration and thanked Mr Leung for his contributions over the past six years. The Financial Dispute Resolution Centre administers an independent financial dispute resolution scheme for monetary disputes between financial institutions and their customers, using a “Mediation First, Arbitration Next” approach, and is governed by a board comprising a non-official chair, four non-official members, representatives from the Bureau, the Hong Kong Monetary Authority and the Securities and Futures Commission, and the centre’s Chief Executive Officer.
