The Financial Supervisory Authority of Norway has announced changes to access management for regulatory reporting in Altinn, with the role "Utfyller/Innsender" being phased out during 2026. Access packages will replace that role for Altinn forms, and reporting through e-Reg will instead use the dedicated Altinn single service "Finanstilsynet e-Reg". From 31 May 2026, it will no longer be possible to delegate the "Utfyller/Innsender" role in Altinn. Reporters who already hold the role can continue using it to submit Altinn forms and report in e-Reg until the end of 2026. For each Altinn form, the required access package is listed on the form's information page under "Who should use this form". Existing entity roles in Altinn, including the managing director role "DAGL", are not affected.
