The Financial Action Task Force of Latin America (GAFILAT) reported on a 17–18 December 2025 mission to New York in which its delegation met with several United Nations bodies to review ongoing regional work and explore further cooperation on countering the financing of terrorism and proliferation financing. The delegation, led by Pro Tempore President Juan Carlos Monroy Véliz and Executive Secretary Esteban Fullin, held a high-level meeting with the Executive Director of the UN Counter-Terrorism Committee Executive Directorate (CTED), Natalia Gherman, and additional working-level meetings with CTED, the Office of the UN High Commissioner for Human Rights (OHCHR) and the UN Office of Digital and Emerging Technologies. GAFILAT also participated in the launch of CTED and OHCHR guidance on ensuring respect for human rights when implementing measures to counter the financing of terrorism. On proliferation financing, GAFILAT met Panama’s Ambassador to the UN, Ricardo Moscoso, reflecting Panama’s role as chair of the UN Security Council’s 1540 (2004) Committee, and highlighted its ongoing Regional Risk Assessment on proliferation financing, described as the first of its kind in the region and intended to support implementation of FATF Recommendation 7 and Immediate Outcome 11 and help public and private sector stakeholders identify sanctions-evasion typologies and mitigate associated risks.
