Ireland's Department of Finance has established a Flood Insurance Protection Gap Working Group to identify practical measures to improve access to insurance for households and businesses in flood-risk areas. The time-bound group, chaired independently by former Department of Health Secretary General Jim Breslin, will bring together government departments, agencies, insurers and other stakeholders to examine solutions and strengthen resilience to flood risk. The announcement accompanied a one-year update on the Action Plan for Insurance Reform 2025–2029. Measures delivered since July 2025 include the Motor Insurance Transparency Code, “Right to be Forgotten” legislation for eligible cancer survivors seeking mortgage protection insurance, personal injuries and claims-resolution reforms, and stronger insolvency arrangements for insurers and reinsurers. Motor premiums have fallen for nine consecutive months, while further work will focus on affordability, legal costs, personal injury awards, competition and insurance availability.
