The National Bank of Belgium, acting as Belgium’s macroprudential authority, completed its 2025 assessment of domestic systemically important institutions (O-SIIs) and set the associated additional capital requirements. Eight Belgian institutions were redesignated as O-SIIs, with the Board of Directors maintaining the same O-SII capital buffer levels previously announced in 2023. Identification follows the European Banking Authority methodology, which scores banks on quantitative indicators covering size, complexity, interconnectedness and substitutability. The 1.5% buffer applies to BNP Paribas Fortis, KBC Group, Euroclear Holding, ING Belgium and Belfius Bank, while The Bank of New York Mellon, Investeringsmaatschappij Argenta and Crelan remain subject to a 0.75% buffer, without prejudice to applicable caps under the Belgian Banking Act. The NBB notes that these buffers are primarily structural, and could be released temporarily in a persistent crisis following coordination with relevant national and international authorities.
