The Federal Financial Institutions Examination Council published the 2025 list of distressed or underserved nonmetropolitan middle-income geographies where certain bank activities are eligible for Community Reinvestment Act (CRA) credit, including revitalization or stabilization activities that qualify for CRA consideration under the community development definition. The designations reflect local economic conditions, including unemployment, poverty, and population changes. CRA consideration for qualifying activities in the listed geographies applies for 12 months after publication of the current list, with a one-year lag period for geographies included in the 2024 list that are no longer designated in 2025. The agencies also updated the methodology for identifying underserved middle-income census tracts using revised source information, consolidating urban influence codes from 12 to 9 categories while maintaining similar criteria and methods to prior delineations.
