The Central Bank of Kenya and the National Treasury have published a draft National Payment System Policy and National Payment System Bill, 2026 for public consultation. The proposals would modernize Kenya’s payments framework and replace the National Payment System Act, Cap. 491A, building on wider efforts to improve the country’s payment infrastructure. The draft policy seeks a safe, efficient, affordable and inclusive system with seamless interoperability and stronger links to regional and global payment systems. The bill would establish a new legal framework intended to support market integrity, innovation and competition while strengthening risk management, consumer and data protection, public confidence and financial stability.
