The Federal Deposit Insurance Corporation, Federal Reserve Board and Office of the Comptroller of the Currency published the 2025 list of distressed or underserved nonmetropolitan middle-income geographies where certain bank activities can qualify for Community Reinvestment Act (CRA) consideration. The list identifies where revitalization or stabilization activities may be treated as eligible community development activities for CRA purposes. Designations are based on local economic conditions, including unemployment, poverty and population change. CRA consideration for qualifying revitalization or stabilization activities in the listed geographies applies for 12 months after publication of the list, and a one-year lag period continues to apply for geographies included in the 2024 list that are no longer designated in the 2025 list. The agencies also updated the methodology for identifying underserved middle-income census tracts using revised source information, including consolidating urban influence code categories from 12 to 9.
