The Securities and Exchange Regulator of Cambodia (SERC), in collaboration with the Asian Development Bank, held the Annual Securities Conference 2025 and officially launched the Securities Sector Development Strategy 2025-2035, presenting a 10-year roadmap for developing new areas and strengthening Cambodia’s existing securities markets. The conference focused on sustainability, innovation, inclusion and resilience, and provided a forum for discussion on market progress, trends and innovations, including emerging opportunities such as blockchain technology and sustainable finance. In opening remarks, Deputy Prime Minister and Minister of Economy and Finance Dr. Aun Pornmoniroth, in his capacity as Chairman of the Non-Bank Financial Services Authority, urged SERC to lead implementation of the strategy and called for active participation by relevant ministries, institutions and the private sector. He also set out priorities for SERC and the Cambodia Securities Exchange to review and modernize market infrastructure, for supervised entities to place investor protection at the center of market development (including establishing new mechanisms where needed), and for the sector to advance sustainable development policies aligned with Cambodia’s carbon neutrality goal by 2050 while strengthening efforts against cyber fraud, investing in human capital and digital transformation, and deepening regional and international regulatory integration. SERC Director General Sou Socheat framed the strategy as a “living” document with short-, medium- and long-term plans over the 2025-2035 period and emphasized that delivery depends on coordinated implementation by stakeholders across the securities ecosystem.
