Moldova’s National Commission for Financial Markets published decisions requiring Easy Credit to remedy breaches of the statutory cap on total credit costs and advancing draft reforms to public purchase and takeover offer rules. A review of 309,609 credit agreements concluded between Jan. 1, 2024, and May 11, 2026, found that costs exceeded the amount disbursed in 973 cases. Easy Credit must, within 180 days, refund amounts paid above the disbursed principal where applicable and inform affected consumers of any remaining amounts that may lawfully be claimed. For the identified contracts, the creditor may seek repayment only of the initial amount disbursed, without interest, commissions, fees, penalties or other contractual charges. The commission also gave Green Credit an additional 45 days to comply with an earlier consumer redress order, after which it may impose a coercive fine of MDL 50,000. The commission approved and sent the Ministry of Finance a draft law aligning takeover rules for companies traded on regulated markets with European Union requirements, while retaining the existing mechanism for companies whose shares are not admitted to regulated trading. The proposal would clarify public purchase and takeover offer procedures and strengthen shareholder protections, particularly for minority shareholders.
