The European Central Bank has published the September 2026 membership of its Rulebook Development Group, following an earlier membership list issued in July. Patrick Papsdorf of the ECB chairs the group, supported by ECB secretariat members Sjoerd van der Vaart and Anna Lachambre. The group brings together representatives of credit institutions, payment and electronic money institutions, third party providers, acquirers, consumers, businesses, merchants and the European Payments Council. It also includes representatives from 10 Eurosystem institutions, while the European Commission, European Parliament and Irish presidency of the Council of the European Union participate as observers.

The European Central Bank has published the September 2026 membership of its Rulebook Development Group, chaired by Patrick Papsdorf. The group comprises European retail payments market and Eurosystem representatives, with EU institutions and the Irish Council presidency participating as observers.
